Ordinance SPA/MF No. 1,207/2024 outlines technical requirements for fixed-odds operators, focusing on game transparency, player safety, and fair payouts. It mandates a minimum Return to Player (RTP) of 85% and detailed disclosure of betting rules. Live gaming platforms must provide real-time interaction and secure facilities.

Responsible Gaming

Ordinance SPA/MF No. 1,231/2024 promotes socially responsible gambling, requiring operators to raise awareness about addiction risks and allow self-exclusion or betting limits. It also includes rules for ethical advertising and emphasizes player protection.

Monitoring and Inspection

Ordinance SPA/MF No. 1,225/2024 establishes protocols for overseeing betting operators, including remote and on-site inspections. The SPA can initiate investigations for legal violations and enforce preventative measures.

Sanctions Framework

Ordinance SPA/MF No. 1,233/2024 details penalties for non-compliance, including fines, license revocations, and bans. Factors like offense severity and economic harm influence sanctions, with provisions for appeals and commitment agreements.

Taxation Rules

Ordinance SPA/MF No. 1,112/2024 governs the allocation of tax proceeds from betting operations. Operators must ensure proper documentation and compliance, with unclaimed prize money directed to the national treasury.
